سیستم سیگتاس SIGTAS)(Standard Integrated Government Tax administration system) (سیستم معیاری اداره مالیات دولت- یک سیستم کامپیوتری ومعیاری اداره مالیات بوده که اولین بخش ان که چاب نمبر تشخیصیه مالیه دهنده می باشد با موفقیت درآمریت عواید مستوفیت هرات عملی گردید.
این سیستم اولادرریاست های مالیه دهنده گان متوسط وبزرگ ریاست عمومی عواید وزارت مالیه به همکاری اداره بین المللی آدم اسمیت(ASI) عملی گردید. ولایت هرات دومین ولایتی می باشد که بعد از ولایت بلخ به داشتن این سیستم مجهز گردیده است.
با تطبیق این سیستم شفافیت درکاراداره مالیات به وجود می آید که این شفافیت باعث ایجاد اطمینان خاطر بین اداره مالیات ومودیان محترم خواهد گردید زیرااین سیتم مطابق به قانون مالیات برعایدات افغانستان تنظیم گردیده است. درحال حاضراین سیستم دربیشتر از بیست کشور دنیا فعال می باشد.
سیستم سیگتاس دارایی 16 بخش بوده که بخش اول آن بنام ثبت مالیه دهنده یادمگیردد ومنبعد نمبر تشخصیه که یک هویت مالیاتی می باشد از طریق سیستم سیگتاس درولایت هرات صادرمیگردد وبرای هر مالیه دهنده فقط یک نمبر تشخصیه داده خواهد شد. سیستم سکتاس محدودیت های را درراه گریز از مالیات وتکثر نمبر تشخصیه ایجاد خواهدکرد. 
ریاست عمومی عواید وزارت مالیه با داشتن این سیستم قادرخواهد بود تا سیستم جمع آوری عوایدمالیاتی رابه طورهمه جانبه تحت کنترول قرار داده تا از ایجاد مشکلات درراه انجام وجایب ومکلفیت های مالیاتی مودیان محترم جلوگیری گردد.

SIGTAS system is the (standard integrated government tax administration system) the first module of this system is redistricting taxpayer and printing the TIN certificate.
With the financial support of Adam Smith international at the first time this system is implemented in Afghan revenue department ARD, after Kabul the first module is implemented in Bulkh province and now we have it in Herat.
With the implementation of this system transparency and integrity will come to the tax administration and careat trust between tax administration and taxpayers, this is system is designed based on the Afghanistan income tax law. Currently 20 countries are using this system.
The SIGTAs system has 16 modules the first modules is tax payer registration and TIN request, the TIN which is a tax Identification number would be issues from SIGTAS in Herat Mustofiat. This system would issue for all of the taxpayer only one TIN number and prevent the duplication and tax escaping. 
After implementation of this system the Afghan revenue department may find the ability to have control in the collection process to provide better service for the taxpayers to help the taxpayers to do their tax obligations easily.
