جناب آقاي رييس جمهور باراك اوباما!
من يك دختر17 ساله از ولايت غورِ كشورافغانستان هستم كه درصنف دوازدهم ليسۀ دخترانۀ چغچران درس مي خوانم. غور ولايتي هست كوهستاني و دورافتاده با  راه هاي صعب العبور و زمستانهاي سرد وطولاني. اين ولايت  كه داراي 38756 (تقریبی ) كيلومترمربع مساحت وحدود 750000 هزار جمعيت است، از جانب جنوب به ولايت هلمند وازطرف شمال به  ولايات فارياب وبادغيس و از سوي غرب به هرات و ازجانب شرق به ولايت باميان محاط مي باشد.
پيش از آمدن نيروهاي جامعۀ جهاني در افغانستان، ولايت ما تحت اشغال طالبان وتروريستهاي القاعده قرار داشت. آن زمان ما دختران واكثريت پسران مكتب  رفته نمي توانستيم. كاركردن ويا بيرون شدن از منزل براي خانمها جرم تلقي مي شد. مردان نيزكارنمي يافتند، فقرو بدبختي بيداد مي كرد. طالبان كه زنان را درخانه زنداني كرده بودند، مردان را هم هر روز به بهانه هاي بيهوده،لت وكوب مي كردند وحتا مي كشتند. موسيقي ، فيلم، راديو وتلويزيون و درمجموع ،غيرمجاز بود و زندگي مردم شباهتي عجيبي به گورستان داشت. اعضاي القاعده وترورسيتهاي بين المللي از تمام كشورها به وطن ما آمده بودند و از اينجا اهداف شوم تروريستي خويش را درسرتاسرجهان سازماندهي مي كردند. آنها دروازه هاي كشور ما را به روي تمام دنيا بسته بودند واقتصاد ما را فلج كرده بودند. آنها حتا به افتخارات وآبدات وآثار باستاني كشورما نيز رحم نمي كردند وآنها را ويران مي ساختند ودرختان ميوه دار را آتش مي زدند. آنها آموزش علوم عصري را تقريباً ممنوع قرار داده بودند. آنها مزارع زيباي وطن ما را به كشتزارهاي مواد مخدر تبديل كرده بودند وبه بشريت زهرتهيه مي كردند.
من تشكرمي كنم از جامعۀ جهاني به ويژه مردم ايالات متحدۀ امريكا كه به خاطرنجات مردم افغانستان سربازان خويش را اينجا فرستادند. ما امروز بسيارخوشحال هستيم. ما آزادي داريم. ما حالا مكتب مي رويم ودرس مي خوانيم. من مي خواهم در آينده يك ژورناليست خوب شوم وبه ميهن خود خدمت كنم. حالا پدر ومادرمن كار مي كنند. وضعيت اقتصادي خانوادۀ ما بسيارخوب شده است.
دردورۀ طالبان يك  دخترهم به مكتب نمي رفت؛ اما امروز ما، در ولايت غور بيشتراز 180 هزار دانش آموزداريم كه در 612 باب مكتب درس مي خوانند وحدود چهل وچند درصد آنها را دختران تشكيل مي دهند. حالا زنان كارمي كنند وبراي خانوادۀ شان نان تهيه مي كنند. مردم ما در پروسۀ دموكراسي دركشورشان آزادانه سهم مي گيرند. ما انتخابات دورۀ اول رياست جمهوري را سپري كرديم و در يك فضاي قناعت بخش نمايندگان خود را درشوراي ملي نيزانتخاب كرديم. دورۀ دوم انتخابات رياست جمهوري هم به خوبي پشت سرگذاشته شد. دراين دوره انتخابات شوراهاي ولايتي نيزانجام يافت. خواهرمن كه يك جوان 19  ساله است درانتخابات شوراي ولايتي غور اشتراك كرد وبرنده هم شد ودرحال حاضربه حيث نمايندۀ مردم در شوراي ولايتي غور كارمي كند. من دعا مي كنم كه خواهرم بتواند به مردم خود مخصوصا زنان اين ولايت خدمت بيشتري انجام دهد.
وضعيت امنيتي در ولايت غور كاملاً قناعت بخش است. در دورۀ طالبان هر روز هموطنان ما كشته مي شدند ودرجنگهاي بيهوده جانهاي شان را ازدست مي دادند. بعد از آمدن نظام جديد، امنيت دراينجا برقرار است ودر طي اين هشت سال فقط يك تن ازسربازان ناتو آن هم در يك تظاهرات به صورت اشتباهي جانش را ازدست داده است. مردم ما ازموجوديت نيروهاي همكاربين المللي دركشورحمايت مي كنند. درزمان طالبان نه حكومتي بود ونه هم اداره وقانوني. اما امروز الحمدلله ما داري دولتي هستيم كه با تمام دنيا رابطۀ نيك سياسي دارد. ما حالا قانون اساسي داريم. در كشورما امروزنهاد هاي قضايي، اجرايي وتقنيني دركنار همديگرخدمت مي كنند. هرچند درمورد حكومت داري خوب ومحو فساد اداري كارهاي بسياري هست كه بايد انجام پذيرد؛ اما اگر وضعيت كنوني را با زمان طالبان مقايسه كنيم درحقيقت ما پيشرفتهاي كلاني به دست آورده ايم.

جناب رييس جمهور!
ولايت غور يك ولايت آرام وداراي امنيت است. مردم آن با نيروهاي جهاني هيچ مشكلي ندارند وموجودیت شان را ضروری می دانند ؛ اما متأسفانه  درعرصۀ بازسازي دراين ولايت كارهاي اندكي صورت گرفته است وتوجه شما بيشتربه مناطق نا امن متمركزبوده است درحالي كه مناطق آرام بيشتر به بازسازي وايجاد شغل و يافتن كارضرورت دارد. من مكتب مي روم ، اما به زيرخيمه درس مي خوانم وتعميردرسي ندارم؛ اما شما درجايي مكتب اعمارمي كنيد كه همان شب دوباره آتش زده مي شود، اين كار به نظرمن اندكي خنده دار به نظرمي رسد. درست است كه همه مناطق افغانستان به بازسازي ضرورت دارد ولي اين بازسازي بايد متوازن وعادلانه باشد وتمام ولايات را شامل شود.
مسألۀ اساسي مردم غورساختن سرك پُختۀ كابل- هرات از طريق غور مي باشد. نداشتن انرژي برق ازمشكلات عمدۀ ديگراين مردم هست. من ازشما مي خواهم براي ما كمك كنيد تا سركهاي خود را بسازيم وبالاي درياهاي غور بند برق اعمارنماييم. در عرصۀ معارف ، صحت و زراعت هم مشكلات بسياري داريم كه اميد مي رود در آينده آن مشكلات را نيزكمترنماييم. سازندگي وپيشرفت وبازسازي به امنيت وثبات وصلح دايمي ضرورت دارد، اگرجامعۀ جهاني افغانستان را ترك بگويد ، دوباره بي ثباتي وجنگهاي داخلي شروع مي شود ، تفنگداران بالاي مردم ظلم مي كنند والقاعده وطالبان فرصت دوباره مي يابند وامنيت تمام جهان را به مخاطره مي اندازند.
من ازمردم ايالات متحدۀ امريكا  تقاضا مي كنم كه به حمايت خود ازمردم افغانستان ادامه بدهند. سربازان شما در اينجا به خاطرتامين امنيت مي جنگند. به خاطرآزادي مي جنگند. به خاطرنهادينه شدن دموكراسي و رعايت حقوق بشرمي جنگند ومردم افغانستان را كمك مي كنند. سربازان شما مي جنگند تا ما به مكتب برويم. تا زنان كار نمايند وتامردم افغانستان در رفاه وآرامش به سرببرند. ما ازسربازان شما تشكرمي كنيم كه به اعتقادات مذهبي  و ارزشهاي فرهنگي ما احترام مي گذارند. ما ازكمك هاي بشردوستانۀ شما تشكرمي كنيم. انسانها بايد هميشه به همديگرهمكاري داشته باشند وبراي هم  خوبي ونيكي نمايند. درقرآن مقدس كتاب آسماني ما مسلمانان آمده است :« نيكي كنيد كه خداوند نيكوكارا ن را دوست دارد.»  ( سورۀ بقره / آيه 195)
اگرسربازان شما دراينجا با القاعده وطالبان مبارزه نكنند ، آنها مانند يازدهم سپتامبر بازهم به شهرهاي شما حمله مي كنند ومردم غيرنظامي را هدف قرار مي دهند. القاعده مردمان خطرناكي هستند. آنها كشتن وكشته شدن را پيروزي خود مي دانند. آنها به مذاكره وگفتگو اعتقادي ندارند. اسامه بن لادن هنگام تولد 300 مليون دالر پول  به ارث برده بود ، ولي به همۀ آنها پشت پازد، پس آنها به خاطرپول هم نمي جنگند. آنها ديدگاه هاي دارند كه براي تمدن وبراي بشريت خطربسياربزرگي به شمارمي رود.  مردم افغانستان ازطالبان والقاعده نفرت دارند وآنها را براي كشورشان خطرناك مي دانند. آنها فقط درقسمت هاي كوچكي ازافغانستان زمينۀ فعاليت دارند، كه بدبختانه تمام چشمها فقط به همان نقاط دوخته شده است. درحالي كه 90 در صد مردم افغانستان صلح مي خواهند واز وضعيت موجود راضي هستند، به شرطي كه حكومت افغانستان مسووليتهاي خويش را به خوبي انجام دهد.

جناب آقاي اوباما!
من به جامعۀ جهاني پيشنهاد مي كنم كه شما بايد نهاد هاي مدني  افغانستان را تقويت كنيد واحزاب سياسي باورمند به فعاليت هاي مسالمت آميزرا رشد دهيد. شما بايد در عرصۀ فرهنگي فعاليت بسيارنماييد. مسألۀ افغانستان تنها مشكل سياسي نيست. عرصۀ فرهنگ واقتصاد وآموزش وپرورش بايد جدي گرفته شوند. من ضمن اينكه  ازهمكاري هاي جامعۀ جهاني تشكرمي كنم،يكبارديگر از شما مي خواهم تا به ما كمك كنيد كه سركهاي خود را بسازيم وخانه هاي خود را با نور برق روشن كنيم و درس بخوانيم. درآخر مي خواهم نامه ام  را با شعري ازحضرت سعدي شاعر زبان خود كه حدود هشت صد سال قبل سروده شده خاتمه بدهم وبازهم ازتمام كساني كه مردم افغانستان را كمك مي كنندتشكركنم:

بني آدم اعضاي يكديگراند              كه درآفرينش زيك گوهراند
چوعضوي به درد آورد روزگار           دگرعضوها را نماند قرار
توكزمحنت ديگران بي غمي              نشايد كه نامت نهند آدمي

An Open Letter from an Afghan Girl to President Obama

In the Name of Allah, the Most Beneficent, the Most Merciful

HE President Barak Obama,
 I am a 17 year old girl from Ghor Province of Afghanistan and I am in the 12th grade at a girls’ high school in Chaghcharan. Ghor is a mountainous and remote province with impracticable roads and long harsh winters. It covers an area of approximately 38,756 KM2 and its population is estimated 750,000 people. Helmand in South, Fariyab and Badghis in North, Herat in West and Bamiyan in East are neighboring Ghor Province.

Our Province was under occupation of Taliban and Al Qaeda terrorists before international forces deployed in Afghanistan. At that time girls and most of the boys could not go to schools. Working and going out was considered a crime for a woman. Men were also unemployed, poverty and calamity were ruling. The Taliban jailed women in the houses were beating men on baseless claims and even killed them. Music, movies, radio and TV, in short, the arts were prohibited. People’s lives had a strange similarity with the graveyard. Al Qaeda members and international terrorists had come to our country to organize their notorious activities in all over the globe. They closed our country to the outer world and paralyzed our economy. They even did not care for our historical monuments and destroyed them. They burned the fruit trees. They almost banned the learning of modern day sciences. They turned the beautiful agricultural fields of the country into poppy fields and were producing poison for human beings. 

I thank the international community, especially the people of United States of America who sent their soldiers to rescue Afghan people. We are very happy today. We have freedom. We are going to school and study. I want to be a good journalist in the future to serve my country. My father and mother work now. Our living conditions have significantly improved.

No girls were going to school during the Taliban regime. But now there are more than 180,000 students in the busy schools of Ghor. There are 612 schools in Ghor and more than 40% of students are girls. Now the women work and provide their families with a living.  Our people are freely taking part in democratization process in our country. The first presidential election has passed and we could elect our representatives to parliament. The second Presidential Election has passed smoothly along with Provincial Council Elections. My sister who is 19 years old nominated herself as candidate for the Provincial Council and she won.  I pray to my sister to be able to better serve her people especially the women of our province.

The security situation is completely satisfactory in Ghor Province.  During the Taliban time our people were killed in senseless fighting. After the government was reestablished, the security has been maintained here, and during the eight years just one NATO soldier was accidentally killed during a demonstration.  Our people support the presence of ISAF forces in our country .  There was no government and law during the Taliban time. Thank God, today we have a government that has good political relations with rest of the world. We have our Constitution. We have judiciary, executives and legislative institutions that serve (the country) together. However, a lot needs to be done for good governance and the eradication of administrative corruption, but if we compare today with the Taliban time we have achieved a lot.

Mr. President,
Ghor is calm and secure province. Its people do not have any problem with the international forces and consider their presence necessary in the country. Unfortunately little has been done in reconstruction in the province. Your attention has been focused more on the troublesome areas while secure areas need more reconstruction and job creation. I go to school but study under a tent my school does not have building. But you construct the school building where the day it is completed the night it is set ablaze. This seems a little funny to me. It is correct that all areas in the country need reconstruction but it should be balanced and fair covering all provinces. 

The most vital thing for Ghor people is the asphalting of Hirat- Kabul road through Ghor. Another main problem for the people of the province is the lack of electricity. I ask you to help us constructing our roads, power dam on Ghor Rivers. We have a lot of problems in education, health and agriculture sector that we wish to lessen them. Construction and development need permanent peace, security and stability. If international community leaves Afghanistan, instability and internal fighting will ignite again. The warlords will again oppress the people and Al Qaeda and Taliban will be getting the opportunity to threaten and jeopardize the world once again. 

I ask the United States people to continue supporting the Afghan people. Your soldiers are fighting in our country for peace. They are fighting for freedom, democracy and human rights and supporting Afghan Nation. Your soldiers fight for us to go to school, the women to work and for Afghan people to live peacefully and prosperously. We thank your soldiers for respecting our faith and cultural values. We thank you for your humanitarian assistances. Human beings should always cooperate with each other and do good for every one. The Holy Koran, which is Muslims’ heavenly book, says (Sura: Al-buqara, Aya 195): 

Do good, Truly, Allah loves Al-Muhsinun (the good doers)

If your soldiers will not fight Al Qaeda here they will attack your cities as they did in 9/11. Al Qaeda members are dangerous people. They consider killing and being killed as their victory. They do not believe in negotiation. Osama bin Laden has inherited 300 million US dollar at birth but he said no to all that. So they are not fighting for money. Their ideas and viewpoints are a big threat to the civilization and the humanity. Afghan people hate Al Qaeda and Taliban and consider them harmful for their country. They are active just in a small part in Afghanistan. Unfortunately all eyes are focused on that part while 90% of Afghan people want peace and are happy with current situation providing that Afghan government would also fulfill its obligations.

Mr. Obama,
I appeal to the international community to help developing civil society institutions and political parties that believe in peaceful activities. You should do a lot in the cultural field. Afghanistan issue is not just a political problem. Culture, economy and education have to be taken seriously as well. At the end thanking the international community I would like ask your support once again in constructing our roads and light for our houses. I end my letter by a poem from Sa’di one of our poets who lived 800 years ago. I thank all those who help Afghan people:

Adam’s sons stem from the same holy trunk,
With the first sacred clot they’ve become drunk.
When Father Time afflicts a fellow with pain,
Others will restlessly start to complain.
You heedless of other humans’ distress,
Deserve never to don Adam’s dress.
